BIS Registration · Indian Product CertificationIndia

No BIS mark, no Indian market

For hundreds of product categories, India’s market gate is the Bureau of Indian Standards: the ISI mark under product certification, compulsory registration (CRS) for electronics and IT goods, and FMCS for foreign manufacturers. SIS prepares you for it end to end - the applicable Indian Standard, the factory and testing requirements, the documentation - so the application reaches BIS ready to pass. The licence itself is granted only by BIS.

You need BIS Registration if…

  • !Your product category has been notified under a Quality Control Order and can no longer be sold or imported without BIS certification.
  • !Customs or a marketplace has asked for the BIS licence or CRS registration number your product does not yet have.
  • !You are a foreign manufacturer needing FMCS certification and an Authorised Indian Representative to enter India.
  • !An electronics or IT product needs CRS registration against the applicable Indian Standard before launch.
  • !A buyer or government tender requires ISI-marked inputs - cement, steel, cables, components - from certified sources.
  • !A BIS surveillance visit, market sample or complaint has put an existing licence at risk.
What it is

Support across the BIS schemes - ISI-mark product certification, Compulsory Registration (CRS) for electronics and IT goods, and FMCS for foreign manufacturers: standard applicability, factory readiness, test coordination and application preparation.

Who issues it

The Bureau of Indian Standards alone grants licences and registrations. SIS prepares the factory, the testing and the file so the grant is a formality, not a gamble.

Validity

Per BIS scheme - licences and registrations carry defined validity and renewal cycles, with surveillance and market sampling in between.

Who gets asked for it

Indian and foreign manufacturers of notified products - electronics and IT goods, cement, steel, cables, appliances, automotive components, solar equipment and other QCO-covered categories.

What BIS Registration Actually Requires

The backbone an implementer has to build, in the order it usually gets built.

1
Standard applicability

The exact Indian Standard and scheme (ISI / CRS / FMCS) your product falls under - the decision everything else depends on.

2
Factory & process readiness

Manufacturing, testing equipment and in-house quality control matching what the Indian Standard and BIS scheme require of the factory.

3
Product testing

Samples tested in BIS-recognised laboratories against the applicable standard, with reports in the required format.

4
Documentation & application

The application file - factory details, test reports, quality records, agreements - prepared the way BIS processes it fastest.

5
Marking & traceability

Correct use of the ISI mark or CRS registration number on product, packaging and listings, with traceability behind it.

6
Surveillance readiness

The running discipline - records, in-house testing, complaint handling - that keeps the licence alive through BIS surveillance and market sampling.

How BIS Registration Process Works

No black box. A defined, time-bound route from first call to registration granted by BIS.

Applicability & Gap Review

Product category mapped to the Indian Standard and scheme; the factory and documentation gaps listed against BIS requirements.

2–4 days

Readiness & Testing

Factory requirements closed, samples tested at BIS-recognised laboratories, in-house QC set up to the standard.

per product

Application & Follow-through

The application filed complete - and queries from BIS answered with evidence, not delay.

per scheme

Grant & Surveillance

Licence or registration granted by BIS; marking applied correctly, and surveillance readiness maintained from day one.

ongoing
Most BIS delays are self-inflicted: the wrong standard, an incomplete file, an unprepared factory. The scheme rewards applications that arrive finished.

Industries That Need BIS Registration

🔌
Electricals and Electronics Industry
Open full page →
Why it applies hereNotified electronics and electrical goods cannot be sold in India without BIS - CRS registration for IT and electronic products, ISI marking for cables, appliances and components. The applicability review keeps pace with a QCO list that adds categories every year.Typical trigger: A product launch or import consignment needs a CRS registration number the product does not yet have.
🏭
Manufacturing Industries
Open full page →
Why it applies hereQCO coverage now reaches deep into general manufacturing - from fasteners and valves to consumer goods. BIS readiness turns a statutory blocker into a routine part of product release.Typical trigger: A Quality Control Order has just brought your product category under mandatory BIS certification.
🏗️
Construction Industry
Open full page →
Why it applies hereCement, structural steel and construction inputs are among the oldest ISI-mandatory categories, and buyers and government tenders demand certified sources. BIS-licensed inputs keep both regulators and clients satisfied.Typical trigger: A tender or QCO requires ISI-marked materials, and a supplier or in-house line needs the licence.
🚗
Automotive Industry
Open full page →
Why it applies hereSafety-critical automotive items - glass, tyres, helmets, components - carry mandatory BIS marking, and OEM sourcing rules enforce it up the supply chain. The registration keeps parts saleable and supply contracts safe.Typical trigger: An OEM or QCO requires BIS-marked components from a line that is not yet licensed.
⚗️
Chemical Industry
Open full page →
Why it applies hereA growing list of chemicals and polymer products is QCO-notified, catching both domestic producers and importers. Applicability mapping against the current orders is where compliance starts.Typical trigger: A chemical product has been added to a Quality Control Order with a compliance deadline.
☀️
Solar Industry
Open full page →
Why it applies hereSolar PV modules and inverters require BIS registration under the compulsory scheme - no registration, no sale, no project commissioning. The registration is as much a project milestone as the PPA.Typical trigger: A module or inverter model needs BIS registration before supply to an Indian project.
📡
Telecommunication Industry
Open full page →
Why it applies hereTelecom and IT equipment falls under CRS, alongside separate telecom approvals. BIS registration is the market-entry step every imported and domestic device model must clear.Typical trigger: A new device model is entering India and the marketplace or customs asks for its registration number.
🚢
Import and Export Industry
Open full page →
Why it applies hereFor importers, BIS is a customs question: QCO-notified goods without certification stop at the port. Applicability screening before shipment keeps consignments moving and contracts honoured.Typical trigger: A consignment is at risk at customs because the product category turns out to be QCO-notified.

Commonly taken alongside

The same product often needs CE for Europe and BIS for India; ISO 9001 supplies the factory quality system both schemes lean on, and ISO/IEC 17025 is the competence behind the laboratories that test your samples.

Not Sure Which Certification You Need?

Three questions. The selector reads the same industry-to-standard mapping this whole site is built on, then shortlists what applies to you.

Question 1 of 3

Which sector best describes your organisation?

The QCO list grows every year. Your product may already be on it.

What BIS Registration Changes for Your Business

Certification is not a certificate on the wall. It is a working system that pays for itself.

🚪

Market access, unlocked

QCO-notified products cannot be sold or imported without BIS - the registration is the difference between a market and a blockade.

🛃

Customs and marketplaces satisfied

Import clearance and e-commerce listings both check the licence number. Having it ready keeps goods moving.

🏭

A factory that passes first time

The readiness review closes the gaps BIS inspectors actually check, before they check them.

🧪

Testing done once, correctly

Right laboratory, right standard, right report format - the retest loop is where most applications lose their months.

🇮🇳

FMCS without the fog

Foreign manufacturers get the scheme, the Authorised Indian Representative arrangement and the file handled as one job.

🛡️

A licence that survives surveillance

Marking discipline, records and in-house testing keep the grant safe through every BIS visit and market sample.

Frequently Asked Questions

Straight answers to what buyers ask before they commit to BIS Registration.

Does SIS issue the BIS licence?
No - only the Bureau of Indian Standards grants licences and registrations. SIS prepares the applicability decision, the factory, the testing and the application so the grant comes without the usual query-and-retest loop.
ISI mark, CRS, FMCS - which applies to us?
It depends on the product and where it is made: ISI-mark product certification for most QCO-notified goods, CRS for notified electronics and IT products, FMCS for foreign factories. The applicability review settles it against the current QCO list.
How long does BIS registration take?
Testing and scheme processing set the pace - typically weeks for CRS and longer for ISI/FMCS with factory assessment. Arriving with a complete file is the single biggest accelerator.
We import - is the foreign factory the applicant?
Yes: under FMCS the overseas manufacturing site holds the licence, with an Authorised Indian Representative accountable in India. Importers cannot substitute for the factory.
What happens if we sell without it?
For QCO-notified products, manufacture, import and sale without BIS certification is an offence - goods face seizure at customs and delisting from marketplaces, and penalties attach under the BIS Act.
Does ISO 9001 help the BIS application?
Directly - the factory quality controls BIS expects map closely onto an ISO 9001 system, and certified factories usually clear the readiness review faster.
