CE marking is not a certificate someone hands you: it is your own declaration that the product meets the applicable EU legislation, backed by classification, testing and a technical file that an authority can demand at any time.

What it is

A mark the manufacturer puts on its own product to declare it meets the EU rules that apply to it. The mark rests on a technical file, testing and, for higher-risk products, a notified body.

Who issues it

The manufacturer declares conformity and affixes the mark. Test houses and assessors provide evidence; only a body designated under that legislation can act as a notified body.

Validity

A declaration of conformity does not expire; it stands while product, standards and legislation are unchanged. Notified body certificates typically run up to five years.

Manufacturers, importers and authorised representatives placing machinery, electrical goods, devices, construction products, protective equipment or instruments on the European market.

What CE Marking Actually Requires

The backbone an implementer has to build, in the order it usually gets built.

Applicable legislation identified

Every directive and regulation the product falls under, not just the obvious one. A powered machine can sit under machinery, low voltage, EMC and restricted substances at once.

Classification and route

The risk class and the conformity assessment module that follows from it, which decides whether you can self-declare or must involve a notified body.

Harmonised standards applied

Testing against the harmonised standards listed for that legislation, which gives presumption of conformity. Where you deviate, the file has to argue the essential requirement another way.

Technical documentation

Design drawings, calculations, risk assessment, test reports, standards list, and the reasoning that ties each essential requirement to the evidence that meets it.

Labelling and instructions

Marking applied correctly and legibly, the notified body number where one is involved, and instructions and safety information in the languages of each member state supplied.

Straight answers to what buyers ask before they commit to CE Marking.

Who issues a CE certificate?
Nobody, because there is no such thing. The manufacturer signs the EU declaration of conformity and affixes the mark on its own responsibility. What third parties issue are test reports, assessment reports and, where the legislation requires it, a notified body certificate covering a specific module. Any supplier offering you a CE certificate for a self-declared product is selling paper with no legal standing.
Does SIS act as a notified body?
Not unless it has been designated under the specific legislation your product falls under, and designation is granted per directive or regulation by an EU member state authority. Where your route requires notified body involvement, that work goes to a designated body and we will say so plainly. Where self-declaration is permitted, SIS assesses the technical file, the testing evidence and the conformity route.
Do we always need a notified body?
No. It depends on the legislation and the risk class. Most low voltage and EMC products, and a lot of machinery, are self-declared against harmonised standards. Medical devices above Class I, certain personal protective equipment categories, pressure equipment above defined limits, and machinery listed in the dangerous-machinery annex do require a designated body. The classification decision drives the cost, so make it first.
How long does CE marking stay valid?
The declaration itself has no expiry date. It remains valid while the product design, the harmonised standards applied and the underlying legislation are unchanged. All three move. A standard revision, a component substitution or a new regulation replacing an old directive can invalidate the basis of your declaration, which is why the file needs a review trigger rather than a renewal date. Notified body certificates do expire.
We manufacture outside the EU. What do we need?
The same technical file and declaration, plus a presence inside the EU. For most product legislation an authorised representative established in the Union must be appointed in writing and named on the documentation, and the importer has its own verification duties. Customs and market surveillance check that chain. Getting the representative appointment wrong is a common reason consignments stop at the border.
What happens if the technical file is wrong?
A market surveillance authority can demand the documentation within a stated period, and if it is missing or inadequate the product can be restricted, withdrawn or recalled, with the cost falling on the manufacturer or importer. Customs can hold consignments on the same basis. Penalties vary by member state, but the commercial damage is usually the distributor relationship rather than the fine.
