What it is

Who issues it

SIS and other accredited certification bodies certify the management system. The certificate is voluntary and sits alongside operator licensing and driver hours enforcement rather than replacing either.

Validity

Three-year certificate with annual surveillance audits, at which crash, near miss and safety performance data are examined against your targets.

Is ISO 39001 only for transport companies?
No. It applies to any organisation that interacts with the road system, which includes construction firms moving plant, utilities with service fleets, sales operations running company cars and manufacturers whose deliveries are subcontracted. The test is exposure, not sector. Where people drive on your behalf, or vehicles move on your sites, the standard has something to control.
How does it relate to ISO 45001?
ISO 45001 covers occupational health and safety across the whole organisation, and driving is one activity inside it. ISO 39001 goes considerably deeper on road risk specifically, with defined performance factors, casualty targets and controls over journey planning, vehicle specification and post-crash response. Most operators hold ISO 45001 first and add ISO 39001 where road exposure dominates the risk profile.
Does certification require telematics or vehicle tracking?
No specific technology is required. What is required is data good enough to manage the factors you selected: speed, harsh events, hours driven, defects reported, incidents and near misses. Telematics makes that easier and is common on larger fleets, but tachograph records, inspection checklists and a well-kept incident log can satisfy an auditor on a small one.
What counts as a road traffic safety performance factor?
The standard groups them into exposure factors such as distance driven and vehicle mix, intermediate outcome factors such as speed, restraint use, driver fitness, vehicle safety rating and journey planning, and final outcome factors, meaning deaths and serious injuries. You select the ones relevant to your operation and set measurable targets against them.
How long does certification take?
Eight to twelve weeks for most fleets. Documentation is rarely the constraint; assembling reliable incident, licence, inspection and hours data usually is, particularly where records sit with individual depots. Operations with telematics and a central maintenance system move faster. Tell us the tender or client deadline and we will schedule the audit to meet it.
Can SIS help us build the road safety programme?
No. Accreditation rules keep certification bodies independent of the systems they assess, so SIS cannot write your journey management rules, design driver training or set your targets. Fleet safety consultants and trainers do that work. SIS audits what you operate and issues the certificate your client or your insurer asked to see.
