CE marking backed by a technical file that survives a market surveillance check
An EU distributor, importer or customs agent has asked for your declaration of conformity. CE marking is not a certificate someone hands you: it is your own declaration that the product meets the applicable EU legislation, backed by classification, testing and a technical file that an authority can demand at any time.
You need CE Marking ifβ¦
- !No signature from the European distributor until the declaration of conformity and the technical file reference are in their hands.
- !Goods are sitting at an EU border because the marking or the accompanying documentation is wrong.
- !Your product falls under more than one directive and nobody has confirmed which ones actually apply.
- !A market surveillance authority has written asking for the technical documentation within a stated deadline.
- !You are a device manufacturer moving to the Medical Device Regulation and the classification has changed.
- !An importer has told you the legal responsibility now sits with them and they want evidence before ordering.
A mark the manufacturer puts on its own product to declare it meets the EU rules that apply to it. The mark rests on a technical file, testing and, for higher-risk products, a notified body.
The manufacturer declares conformity and affixes the mark. Test houses and assessors provide evidence; only a body designated under that legislation can act as a notified body.
A declaration of conformity does not expire; it stands while product, standards and legislation are unchanged. Notified body certificates typically run up to five years.
Manufacturers, importers and authorised representatives placing machinery, electrical goods, devices, construction products, protective equipment or instruments on the European market.
Where this certification is demanded
CE Marking is applicable across 12 of the 25 industries SIS covers. The pages below set out the specific reason it comes up in each one.
What CE Marking Actually Requires
The backbone an implementer has to build, in the order it usually gets built.
Every directive and regulation the product falls under, not just the obvious one. A powered machine can sit under machinery, low voltage, EMC and restricted substances at once.
The risk class and the conformity assessment module that follows from it, which decides whether you can self-declare or must involve a notified body.
Testing against the harmonised standards listed for that legislation, which gives presumption of conformity. Where you deviate, the file has to argue the essential requirement another way.
Design drawings, calculations, risk assessment, test reports, standards list, and the reasoning that ties each essential requirement to the evidence that meets it.
Marking applied correctly and legibly, the notified body number where one is involved, and instructions and safety information in the languages of each member state supplied.
A signed EU declaration of conformity, an authorised representative where the manufacturer sits outside the EU, and the file kept available for the retention period, generally ten years.
How CE Marking Conformity Assessment Works
No black box. A defined, time-bound route from first call to signed Declaration of Conformity.
Product Scoping & Legislation Mapping
We establish exactly what the product is, its intended use and variants, and which EU directives and regulations it falls under. Most disputes later start with a wrong answer here.
3β5 daysConformity Route & Standards Plan
Classification decides the assessment module, and the module decides whether you self-declare or must involve a notified body. We settle that before testing, because getting it wrong means paying twice.
1β2 weeksTesting & Technical File Assembly
Type testing in accredited laboratories, risk assessment, labelling and instruction drafting, then the technical documentation is built and reviewed clause by clause against the essential requirements.
4β12 weeksDeclaration Signed, Mark Affixed
Nobody issues a CE certificate; you sign the declaration and affix the mark yourself. SIS verifies the file, and a revised harmonised standard or a changed component sends you back to it.

Not Sure Which Certification You Need?
Three questions. The selector reads the same industry-to-standard mapping this whole site is built on, then shortlists what applies to you.
Which sector best describes your organisation?
There is no such thing as a CE certificate
There is no CE certificate to buy, from us or anyone. What SIS does is map the legislation your product falls under and tell you where a notified body becomes unavoidable.

Certification is not a certificate on the wall. It is a working system that pays for itself.
Consignments clear customs
Border and market surveillance checks look for the mark, the declaration and the documentation behind it. Getting all three right stops goods sitting in a bonded warehouse.
Distributor agreements close
European distributors and importers carry legal liability for what they place on the market, so they verify conformity documents before signing rather than after.
Right route, first time
Choosing the wrong assessment module or missing a second applicable directive means repeating testing. Establishing the route early is the cheapest part of the job.
A file that answers back
When an authority requests technical documentation with a deadline attached, a file already structured against the essential requirements is sent, not assembled in a panic.
Reusable across variants
A well-built technical file covers a product family with variant justification. The next model costs you a file update and a partial retest, nothing like the first programme.
Liability sits where it should
Clear records of who assessed what, and which standards were applied. That is the difference between a defensible position and a scramble when a product is challenged years later.
